The Rule
Action requires stakes.
Fortunately, the guards' bullets ping harmlessly off his armor and he never runs out of ammo, because every time the does...new bullets are just teleported into his gun and he notes that his bullet bill is going to be huge.
Commentary
The fictional world is demanding. In real life, a person can do pointless stunts and thrill an audience. Backflips, falls from heights (even if into nets or cushions), juggling, fire-eating—people used to go to circuses to watch these things. In fiction, to even be interesting, much less thrilling, action requires stakes.
Cline meticulously removes any danger from the gun battle at the Weyland-Yutani (Blade Runner) building: He can't be harmed by his assailants, though they can be harmed by his, and he can't run out of ammo. The only stakes at all are that he's going to pay slightly more at the end of the month, in a world where he always has enough money.
